The evaluation provided Sida with an overall summative judgment as a basis for a discussion about future support to the civil society to respective countries in the Western Balkans in regards to methods, organization, cooperation partners and regulatory framework. On a principal level the question “to what extent the Framework Organizations bring an added value as compared to other possible forms of support.” The evaluation is also expected “to test the thesis that ‘support to civil society is most fruitful when channeled through other civil society organizations’”.

The assessment covered the support through the Framework Organization’s (FO) financed via Sida Europe during the period 2005-2009 with a focus on finalized projects. The evaluation encompassed FO’s work in Serbia, Bosnia-Herzegovina, Macedonia, Albania and Kosovo. |
