Background report prepared on “Analysis into problems connected with the legal and institutional framework and related implementing mechanisms in the Republic of Macedonia, which form obstacles to labour market participation”. The objective of the background study was drawn up under this assignment was to contribute with analysis and policy recommendations to the overall study on “Barriers to labour market participation in the Former Yugoslav Republic of Macedonia”. The main objective of the joint World Bank-ETF study was to build policy dialogue on the phenomenon of the high inactivity rate in the Former Yugoslav Republic of Macedonia and to provide advice on how to address the problems of specific groups of inactive people and prioritise actions that could help people out of their inactivity

| | Types of Services Provided: | • drawing up a note describing the methodological approach for undertaking the analysis and agreeing on this note with the ETF – this note shall specify all the laws and institutions to be analysed; • NB: The list of questions contained in the Lukas/Kühhas paper – see Annex II - may be particularly helpful in terms of designing a tool to identify employment, education, culture etc. related issues of various groups of vulnerable people and respective legal and institutional problems. • undertaking the analysis through desk research and a series of interviews with relevant institutions at national and local levels; • submitting a draft report to the ETF; • finalising the background report, integrating the comments received by both the ETF and the World Bank, if relevant. | |
